PEOPLE WHO NEED TO REGISTER AS FOREIGN RESIDENTS
@Those who stay in Japan for more than 90 days are required to register as foreign residents. Those who only stay for a short period of time for the purpose of sightseeing etc are not required to register.
@After registration, your "Foreign registration card" will be issued. In case you lose it or have any changes to the registered information, please advise us immediately.
@Furthermore, depending on your residential status, you will need to renew your registration every year, five years or seven years.

Driver's License

Obtaining driver's license
If you do not hold any overseas driver's license and you wish to obtain a Japanese driver's license, you will be required to take exams like Japanese people.

@If you hold an overseas driver's license and meet the specific conditions, you can apply for a change over to a Japanese driver's license. You will be required to go through interviews and examinations before obtaining a Japanese license.

RENEWING YOUR DRIVER'S LICENSE
@You can renew your driver's license at the Road Safety Center and Karuizawa Police Station. Please note that the procedures are different at each location.
@At the Road Safety Center, the license will be issued on the day, however if you apply for a renewal at the Police Station, your license will be issued at a later date. The hours available for license renewal applications also vary. Please contact each location to check before your visit.

CARS & MOTORBIKES

DISPOSING OF YOUR MOTORBIKE
@In case you dispose of your motorbike, please bring the license plate, the license plate certificate (the certificate that shows the name and address of the owner of the motorbike, the license plate number etc) and your personal seal (inkan) to the Town Taxation and Revenue Department for the procedures. When you trade your motorbike in or sell it to a motorbike dealer, please make sure to follow the same procedures as above.
@If you cannot return the license plate due to theft etc, please submit the "License Plate Loss Report" (seal impression necessary) with an attachment such as a "Police Certificate of a Theft Report".

THE DISPOSAL OF LIGHT-DUTY VEHICLE AND THE CHANGING OF OWNERSHIP
@When you take your car out of service, give it to someone else or trade it in, please notify the Town Taxation and Revenue Department. Please also notify the Light Motor Vehicle Inspection Organization.

FUNDING FOR THE PURCHASING OF A CHILD-SEAT
@It is compulsory to install a child-seat for a young passenger who is under elementary school age. The town subsidizes a half of the purchased price (up to a maximum of 10,000) for those who purchase a child-seat.
@Please follow the procedures below for application.
(1) Please obtain an application document for funding for the purchasing of a child-seat and an application guideline at the Town Consumer and Environmental Protection Division, Subsection of Transportation.
(2) Purchase a child-seat that is proven to meet the safety standards at a sales outlet and obtain a receipt. The receipt is required for an application for funding.
(3) After installing a child-seat in the car, please take a photograph of the installed child-seat as proof. This photograph is also required for an application for funding.
(4) Please fill in the application document for funding, and submit it with the receipt, photograph of the installed child-seat and a copy of the warranty to the Town Consumer and Environmental Protection Division, Subsection of Transportation. We will send you a notification of confirmation of funding at a later date and the funding will be deposited into your bank account that is provided on the request form.
