WHEN THERE IS NO RUNNING WATER
First of all, determine what the cause is by using the following.
Check items Conditions Procedure
(1) Is the water shut-off valve closed? The valve is closed Contact a municipal water supply works recognized company and get them to open the valve.
The valve is open. Go to check item (2)
(2) Is the non-freezing valve closed? The valve is closed Open the valve.
The valve is open. Go to check item (3)
(3) Is the water pipe frozen? The pipe is frozen. Unfreeze the pipe yourself or contact a municipal water supply works recognized company and get them to unfreeze the pipe.
The pipe is not frozen. Go to check item (4)
(4) Check the water meter to see if the water is leaking. The water is leaking Contact a municipal water supply works recognized company and get them to fix the water leakage.
The water is not leaking. Contact a municipal water supply works recognized company or the municipal waterworks division.
WATER SUPPLY WORK AND REPAIR
　The pipe that branches off from the town distribution water pipe and leads to the faucet of each home is called the "Feed-water supply system". This system is each household's personal property, therefore each household is responsible for the maintenance of the system. When installing a new feed-water supply system, adding or changing the system, or repairing a water leakage, please make sure to ask a municipal water supply works recognized company to do the job for you.
　
IF YOU FIND WATER LEAKING
　If you find water leaking in a public area such as on a road,
please contact the town waterworks division (Tel:0267-45-8657).
　In case that the main pipe is burst, the water supply will be cut off for about 2〜3 hours for repairing. During this time we would appreciate your cooperation and understanding.
　
WHEN NOTIFICATION IS NECESSARY
In the following situation, please give us a notification immediately.
  • When you use the water supply service for the first time.
  • When you stop using the water supply due to moving etc.
  • When the owner or user of the feed-water supply system changes.
  • When you wish to use the water supply system that is currently closed.
  • When you demolish a house, request a stop be put on the water meter. Otherwise, the basic charge will continue.
　
WATER RATE
1.Permanent residents　 Water rates are calculated once every two months based on the bore diameter, use application and water consumption, and by reading of the water meter.
2.Seasonal resident
(vacation home)		 Water rates are calculated once a year based on the bore diameter, use application and water consumption, and by reading of the water meter.

The payment collection date can be confirmed in the "Bulletin Karuizawa".

　First, turn off the gas valve and ventilate the room. Then contact a distribution outlet. The name and phone number of the company are written on the compressed gas cylinder.
　While doing the above, do not touch the switch or plug outlets of electrical appliances.

The voltage in Japan is 100 V, and the frequency of electric current is 50 Hz in Eastern Japan and 60 Hz in Western Japan.

REPORING WHEN MOVING
　When moving, please first call the Chubu Electric Power Company Inc., Karuizawa Service Station,(Tel:0267-42-2113).
　Please advise of your customer number as shown on your "Electricity consumption notification", the date when you wish to stop the service and the address you are transferring to. If you can also provide your customer number at the new address (it's written on the tag on the meter・breaker), the procedure will be quicker.
　When you move outside the town, please finalize your account. Unless you advise at the latest one day before you wish to use electricity, you may not be able to have access to power from the day you move into a new place. Please advise us ahead of time.
　
When you have no power on at just your house, check to see if the switch of the breaker is off. If so, turn it on. If it doesn't work, please contact Chubu Electric Power Company, Inc., Karuizawa Service Station.

The significance of the sewerage development.
　The sewerage development is essential for us to enjoy a more comfortable and hygienic life.
　It removes bad odors from the street gutters, prevents the breeding of mosquitoes and flies as well as outbreaks of infectious diseases by removing the remains of human waste and domestic wastewater. The quality of the river, lake and pond water can be improved and water usage can be more efficient (for example, sewage can be treated and reused for recreational water).
　The sewerage enables general households to have flush toilets at home and enjoy a hygienic and clean life. Furthermore, the sewage treated by a sewerage plant can be used as manure.

　
Karuizawa Town Public Sewerage Development Project
　This project is being carried out according to the town plan zoning. We promote that the neighborhood commercial districts with dense population and the first category residential areas are being equipped with the public sewerage; the agricultural developing areas are being equipped with rural community sewerage and the first category low-rise building residential areas are being installed with septic tanks.
　
Combined septic tank
　There is combined septic tank which treats human waste and wastewater together. Depending on the zones, the septic tank can or cannot be installed (The public sewerage project zone, the rural community sewerage project zone etc). Please check in advance when you build a new house etc.
　In addition, the funding may be provided for those who install a septic tank.

Beneficiary payment for the sewerage development
　The sewerage development can help improve the living environment such as removing sewage and installment of flush toilet, and it provides comfort and convenience to your everyday life. Therefore, the cost of the sewerage development is to be covered by the people who live in the sewerage zone and receive direct benefits.
　With regard to payment, as a rule the land owner is to cover the expense. However in case of land surface rights, loan for use and leases etc, please decide who the beneficiary is by discussing with the land owner.
　
What to do with the septic tank after sewerage being equipped
　The septic tank will be unnecessary after the public sewerage services are commenced. Please remove it or bury it under the ground after disinfecting.
　Additionally, when the public sewerage services are commenced in the area where septic tanks were used, the households in that area must connect to the public sewerage services promptly according to the sewerage law (in case you have a vault toilet, three years will be given to change over).
　
The sewerage service charge
　The sewerage service charge is based on the water consumption of the town water supply. In case you use water that is not from the town water supply (well water etc), please install a measuring device so that the sewerage service charge will be calculated based on the water consumption shown on the device. The payment for the sewerage service charge is collected in the same month with the payment for the water supply service charge.
　
Public sewerage drainage facilities installation work and repair
　Please ask a municipal recognized company for the drainage facilities installation work and repair. The same company will handle all the necessary jobs including giving you quotations and helping you with applications for the installations.
　When having the drainage facilities work done, if the land is owned by someone else other than the person applying, a letter of consent is required from the land owner.
