MEASURES AGAINST Mt. Asama ERUPTING

Mt. Asama WARNING ZONE
 The area within 4kms from the crater is a restricted zone (Climbing on Mt Sekison and Mt Koasama is banned).
 
IN CASE OF AN ERUPTION BEGINNING
 Considering the past cases, unless the eruption is an especially large scale eruption, the damage to houses would be relatively minimal. However, we should always be on the alert for small ash deposits and volcanic ash fallout, and a possible earthquake may occur.

●When the eruption begins
1. Listen to the TV, Radio, town's loudspeaker van, radio transmitted by the disaster prevention section.
2. Do not rush outside. It may be dangerous as volcanic ash and rock may fall.
3. When there are evacuation instructions, follow the orders immediately.
4. Remain calm when evacuating and give priority to the elderly, handicapped people and children.
5. When going outside, wear a helmet, mask or goggles to protect yourself.

●EVACUATION DIRECTIONS
1. Move away from Mt. Asama.
2.Avoid being downwind as much as possible.
 
Preparation for an eruption on a daily basis

(1)Make a habit of checking for smoke from Mt. Asama
 Check to see if the smoke smells sulfurous, if there is any color in the smoke, and if the amount of smoke has increased.
(2)Hang a curtain on the windows facing north
 In 1958 when the large eruption occurred, the glass was destroyed due to aerial vibration. Try to reduce the damage by hanging a curtain or replace the glass with a mesh glass.
(3)Prepare emergency supplies
 When evacuating due to a volcanic eruption, helmet, mask and goggles will protect you.
(4)Be on the alert for urgent and pre-warning notices on volcanic activities
 When the number of volcanic earthquakes increases, “The pre-warning notices on volcanic activities” and “The urgent notices on volcanic activities” will be announced. These notices will not necessarily mean that an eruption will occur immediately, however please remain calm and be on the alert.

When calling 119 or 110 from public phones, the method of calling differs depending on the model of the phone.

The model with the red button for emergency calls (cardphone)
After pressing the emergency calls button, dial 119 (coin etc is not required)

The model without the red button for emergency calls (Digital public telephone・Public phone booth equipped to accept IC-imbedded smart cards)
Lift the receiver and dial 119.

When calling from mobile phone for emergency
Unlike public phone or home phone, the emergency office cannot identify the location of the person calling. It is necessary to explain precisely about the location of the emergency.
In case it is difficult to explain, please ask for help from people around you who can speak Japanese. In case you find a house or public phone, call from their phone.

IN CASE OF FIRE
(1)CALL OUT LOUDLY “KAJI DA! (THERE IS A FIRE)”
Even with a small fire, call out loudly “Kaji da (there is a fire) !”to let your family and neighbors know and seek for help.

(2)DIAL 119
Please advise of the following calmly and clearly.
Call from mobile phones will be transferred from 「Ueda Area Fire Department Headquarter」.
If you wish to contact Karuizawa Fire Department directly, please call 0267-45-8171.
1. Report that the fire broke out.
2. Advise where the fire started (the area name, name of the household, phone number, landmarks etc).
3. Advise of the conditions of the fire (what is burning etc).
4. Advise if there are any people who failed to escape or any injured persons.
5. Name of the person reporting.

(3)EXTINGUISH THE FIRE IMMEDIATELY
Try not to be too intimidated by the blaze. Determine the base of the fire, remain calm and before it becomes bigger.
1. If electric appliances catch on fire, disconnect the plug.
2. If gas apparatus catches on fire, turn off the gas valve.
3. If a pot full of oil catches on fire, cover it completely with a big wet towel etc.
4. If the kerosene stove catches on fire, cover it with a blanket or wet bed sheet and pour water over it from the top.

(4)EVACUATE PROMPTLY
If the blaze reaches the ceiling, evacuate immediately. If there is a lot of smoke, cover your mouth and nose with a wet towel and get down low.
 
FIRE PREVENTION
In order to avoid causing a fire, please keep the following in mind on a daily basis.

1. Do not smoke in bed and throw away the cigarette butt.
2. Do not let children play with matches or lighters.

3.
Do not make a bonfire when the wind is strong.

4. Do not leave frying oil unattended.

5. Do not leave any combustibles around the house.

6. Do not heat the bath without water.

7. Keep any combustibles away from the stove.

HOW TO CALL AN AMBULANCE
If you find an injured or sick person who has become suddenly ill, call 119 (calls from mobile phones will be transferred from 「Ueda Area Fire Department Headquarters」. If you wish to contact Karuizawa Fire Department directly, please all 0267-45-8171.)  
When calling 119, please advise of the following calmly and clearly.
1. Advise it is an emergency call.
2. The area name, street address, name of the household, phone number.
3. Name of the sick person, sex and age.
4. How this person got injured, under what conditions this person became sick.
5. Advise of the current conditions of the person as you them.
6. How many sick or injured persons there are.
7. Name of the person reporting.
 
HOW TO CALL AN AMBULANCE
The Emergency hospital of the town is Karuizawa Hospital. It accepts emergency patients 24 hours a day even on non-consultation days and during out of hours consultation.

FIRST AID FOR ANY SITUATION
It is said that it takes at least six minutes for an ambulance to arrive at the scene after they receive an accident or sudden illness call. How to spend these six minutes is crucial to the survival of the patient. In order to help your loved ones survive, let's learn and obtain the basic knowledge of first aid.
 
IF YOU FIND SOMEONE LYING ON THE GROUND…
(1)EVALUATE IF THE PERSON IS CONSCIOUS

 Evaluate if the person is conscious by asking if they are all right and gently shaking their shoulder.

(2)SEEK FOR HELP

 If the person is not responsive, seek for help and ask someone to dial 119 to call an ambulance.

(3)KEEP THE AIRWAYS UNRESTRICTED

 Place one hand on the person's forehead and push back the head. Lift the chin by using two fingers of your other hand so that the air can easily access the lungs via the nose and mouth.

(4)CHECK IF THE VICTIM IS BREATHING

 While keeping the airways free, use your cheek to gauge if the victim is breathing, by putting it close to their nose and mouth. Check if there is any chest or stomach movement, for about five to six seconds.
 If they are not breathing, apply mouth to mouth resuscitation.

●HOW TO PERFORM ARTIFICIAL RESUSCITATION
Keep the position for an unrestricted airway, move the hand from their forehead and hold their nose so that the air will not escape. Then open up your month, cover the victim's mouth with your mouth, and breathe into their mouth slowly until their chest rises. Repeat this twice.
In case of a baby, cover their nose and mouth with your mouth and breathe into their lung.

(5)CHECK IF THE PERSON HAS STARTED BREATHING
After breathing into the victim's mouth twice, check to see if they have started breathing, coughing or have any body movement. If you still see no signs of life, then cardiac massage is needed immediately. This procedure involves 100 pushes on the chest per minute.
 
●HOW TO PERFORM CARDIAC MASSAGE.
Cardiac massage is performed by pressing the breastbone that is located in the middle of the chest. The thick breastbone is in the center of the chest, check the upper and lower part of this bone, and find the position which is a little lower than the middle. That is where the pressure is to be placed.
Place your weight on the chest with your elbows straight, press the chest in about 4 cms. Repeat this 15 times at a speed of 100 times per minute. For children up to 7 years old or with a weight of under 25kg, use one hand and press down the chest in about one third of their chest thickness with the same speed as for adults. For babies up to one year old, use two fingers only and press the positions which are about one finger width outside the nipples. Press down in about one third of their chest at the speed of 120 times per minute.  

(6)CARDIO-PULMONARY RESUSCITATION
After step (5), repeat the artificial resuscitation 2 times & the cardiac massage 15 times. The number of massage and resuscitations varies on the age and the weight of the victim. Please refer to the following table.

When the victim is over 8 years old but looks obviously physically small (weight is less than 25kg), follow the instructions for a child. This is at the administrating person's discretion.
 

HOW TO STOP BLEEDING
(1)DIRECT PRESSURE METHOD
Apply a clean handkerchief or gauze on the wound and press hard using your hand or a triangular bandage over the handkerchief or gauze. If the bleeding does not stop after pressing with one arm, press by using both arms with force.

(2)TOURNIQUET METHOD
Use this method when the major vessels of the arms or legs are cut or it is impossible to stop bleeding by the direct pressure method.
Wrap and tightly tie the area which is closest to the heart by a triangular bandage, scarf or a tie etc (things with a 3cm width).
If you insert a stick or something solid between the tourniquets it becomes easier to tighten.
Record exactly how long the blood has been stopped (by this method) and loosen the tourniquet once for about 1-2 minutes every half an hour, so that the blood comes out from the wound. This is for recirculation of the blood.

ANTI-EARTHQUAKE MEASURES

INSTRUCTIONS FOR WHEN AN EARTHQUAKE OCCURS
Take the following points into consideration and act in a calm manner. This will protect the life of your family and yourself.

(1)ASSURE PERSONAL SAFETY FIRST
Assure your personal safety by getting under the table etc.

(2)TURN OFF GAS/HEATING APPARATUSES PROMPTLY
Put out any fires in the kitchen, turn off heating apparatuses promptly and the gas valve.

(3)ENSURE THE EXITS ARE CLEAR

The doors may become unable to open due to the quake, so open the doors and windows to ensure the exits beforehand.

(4)EXTINGUISH FIRE AS SOON AS IT BROKE OUT
It is possible to extinguish fire before it reaches the ceiling.

(5)DO NOT IMMEDIATELY RUSH OUTSIDE
When escaping outside, watch out for falling objects such as glass and roof tiles.

(6)KEEP AWAY FROM WALLS AND HIGH EDGES
There is a danger that concrete walls, gate posts, vending machines and cliffs may collapse.

(7)WALK AT THE TIME OF EVACUATION
Even while driving, get out of the car and walk at the time of evacuation.

(8)WATCH OUT FOR LANDSLIDE AND CLIFF FAILURE
Leave hazardous areas such as a mountain immediately and evacuate.

(9)COOPERATE WITH EMERGENCY RELIEF ACTIVITY
Help elderly, handicapped persons, and tourists who do not have geographical knowledge of that area.

(10)LISTEN TO THE CORRECT INFORMATION
Do not be influenced by rumors and false alarms, and listen to the radio, TV and the town information.

DAILY ANTI-EARTHQUAKE MEASURES

If you check the surroundings of your house and take preventative measures on a daily basis, you will have a better chance of protecting yourself.
INSIDE THE HOUSE.

(1)PREVENT POTENTIAL FALLING AND DROPPING FURNITURE.
Fix the furniture, refrigerator, piano with wire or a special bracket to prevent them from falling. For light fittings, fix in a few places with chains to prevent them from dropping.

 
(2)DO NOT LEAVE THINGS NEAR THE EXIT AND HALLWAY
The hallway to the front door or exit is a very important escape route. Do not leave things or furniture that can easily fall.
 
(3)DO NOT HAVE FURNITURE IN BEDROOMS, CHILDREN'S ROOMS AND ROOMS FOR THE ELDERLY
In preparation for an earthquake, do not have furniture and bookshelf in close proximity while sleeping.
 
AROUND THE HOUSE.
(1)Reinforce the antenna on the roof and secure unstable roof tiles.
(2)Change glass windows to mesh glass or put a shatter-resistant film.
(3)Fix the propane tank firmly with a chain.
(4)Reinforce old concrete walls, stone fences and gate posts. If you build new ones, build ones with steel reinforcing inside or a plant or organic materials fence.
